As part of strengthening regional cooperation and addressing common security challenges, the National Gendarmerie Command organized, in coordination with the relevant structures of the People’s National Army, on April 29th, 2026, at the National Army Club (1st Military Region), a symposium on security, social and development mechanisms to combat irregular migration across the Mediterranean Sea. This event was held within the framework of the 2026 Action Plan of the “5+5 Defence” Initiative and was broadcast via videoconference. It provided a platform for exchanging perspectives and expertise among various stakeholders, both at the national level and from states member of the initiative, reflecting a shared commitment to enhancing coordination and integration in addressing this transnational phenomenon. The symposium also forms part of broader efforts to adopt a comprehensive approach combining security and humanitarian dimensions, while taking into account the social and economic factors related to irregular migration.      The proceedings of the symposium featured high-quality debates delivered by experts and specialists in the security, migration, and development fields. Various dimensions of the phenomenon were addressed through an analysis of its root causes and its impact on the security and stability of states. Successful national and regional experiences in combating migrant smuggling networks and human trafficking were also highlighted, with a particular focus on the importance of information sharing and strengthening operational cooperation. Furthermore, participants discussed ways to develop relevant public policies to ensure an effective and sustainable response to this phenomenon, based on a multidimensional approach.      At the conclusion of the symposium, the importance of continuing joint efforts and strengthening coordination among states member was emphasized through the establishment of practical mechanisms to enhance security and development cooperation, thereby contributing to reducing irregular migration across the Mediterranean sea. Participants also stressed the importance of involving all stakeholders, including governmental institutions, international organizations, and civil society, in the formulation and implementation of relevant strategies. The recommendations resulting from this symposium are expected to be translated into concrete action programs, reflecting a collective commitment to addressing this phenomenon and reinforcing regional stability and security in a spirit of solidarity and interoperability.
