Lieutenant General CHANEGRIHA Saïd, Chief of Staff of People's National Army receives in audience Mr. El Ghassim Wane, Special Representative of the UN Secretary General for Mali

      The Lieutenant General CHANEGRIHA Saïd, Chief of Staff of People's National Army, received in audience, this Thursday, 12th August 2021, at People's National Army General Staff headquarters, Mr. El Ghassim Wane, Special Representative of the UN Secretary General for Mali, Chief of MINUSMA.

  

      The meeting was attended by, General officers of the Ministry of National Defence and the General Staff of People's National Army and His Excellency the Ambassador of Algeria in Bamako, as well as members of the UN delegation.

      At the beginning, the Lieutenant General asked the audience to observe a minute’s silence in tribute to the valiant Chouhada civilians and soldiers who died further to the fires that the country experienced recently, before emphasizing in several his speech that this visit is considered as a pledge of the great will of the Special Representative of the Secretary General of the United Nations for Mali, to the effect of working more to establish peace and stability in the sub-region of Sahel:

      "The visit of a Special Representative of the UN Secretary General for Mali and Chief of the United Nations Integration Mission for the Stabilization of Mali (MINUSMA) is considered on our part as a pledge of great will of the United Nations, in order to do more to establish peace and stability in the Sahel sub-region.

      Furthermore, our meeting today represents an opportunity to examine the ways and means capable of enabling Mali to achieve its politico-security objectives within a framework of mutual understanding of the security issues weighing on the Sahelo-Saharan area ".

      The Lieutenant General indicated that the persistence of terrorist activities led to the worsening of the situation throughout the sub-region, in addition to ethnic conflicts, the exodus of populations fleeing the violent and poor areas, which have exacerbated the security crisis in the region:

  

      “Indeed, the persistence of terrorist activities by groups of different persuasions and recurrent political crises led to the worsening of the situation throughout the sub-region, which has strongly impacted on the socio-economic conditions of local populations and their exodus to more stable areas.

      Moreover, the activities of cross-border organized crime, which take advantage of insufficient security coverage and which have reached alarming proportions in this sub-region.

      In addition, the region is also facing other destabilizing factors, such as inter-community conflicts and the exoduses of populations fleeing regions marked by violence as well as the precariousness of the local population, which stimulate the security crisis characterizing this region. ".

      The Lieutenant-General recalled that Algeria has always agreed to support Mali with the purpose to regain peace and stability, adding that this country needs effective management of development issues of the Northern populations:

      «Algeria, by virtue of historical links and its good neighbour policies with the countries of the region, has always agreed to support Mali in order to regains peace and stability, in particular as the leader of the international mediation for the Monitoring Committee of the Peace of Reconciliation Agreement, resulting from the Algiers process and through its policy of multifaceted assistance.

      My country, for its part, believes that the solution to this crisis also involves effective management of development issues for the populations of the North, which approach is shared by the United Nations and the African Union».

      The Lieutenant-General also addressed the resurgence of the armed conflict in Western Sahara, indicating that the impasse recorded in the settlement of this conflict, on the basis of UN resolutions and the passivity of the members of the Security Council to appoint a Special Representative of the Secretary General of the Organization, favoured the resumption of hostilities:


      «We cannot approach the regional situation without mentioning the resurgence of the armed conflict in Western Sahara, following the violation by Morocco of the ceasefire agreements established in 1991 following the aggression of civilian Saharawi demonstrators on 13th November 2020, by the Royal Armed Forces, in the south of the occupied territories, at the level of the buffer zone of El-Guerguerat, located on the border between Mauritania and Western Sahara.

      The impasse recorded in the settlement of this conflict, on the basis of United Nations (UN) resolutions and the passivity of the members of the UN Security Council to appoint a Special Representative of the UN Secretary General, have favoured the resumption of hostilities between the Sahrawi Arab Democratic Republic and Morocco and encouraged the Moroccan occupier to persist in its annexationist theses.

      As you know, Western Sahara, which is the last colony in Africa whose people aspires to freely express themselves on their self-determination, has repeatedly argued that the occupier's actions aimed to annex, by force, the Saharawi territories and to evacuate the notion of the observation of Human Rights in the occupied territories, are contrary to the Charter of the United Nations and the constitutive act of the African Union, of which the Sahrawi Arab Democratic Republic is a founding member».

      For his part, Mr. Ghassim Wane, Special Representative of the UN Secretary General for Mali, Chief of MINUSMA, highlighted the important and the pioneering role of Algeria in the region, and praised the multifaceted aid offered by our country to the State of Mali, in order to assist it in restoring its security and stability.

      At the end of the meeting, the two parties exchanged symbolic presents and Mr. El Ghassim Wane signed the guestbook of the of the People's National Army General Staff.
