General Saïd Chanegriha, Minister Delegate to the Minister of National Defence Chief of People's National Army Staff, presided the installation ceremony of the new Director of the Higher War College
On behalf of the President of the Republic, Supreme Chief of the Armed Forces and Minister of National Defence, General Saïd Chanegriha, Minister Delegate to the Minister of National Defence and Chief of People's National Army Staff, presided over the official installation ceremony of the new Director of the Higher War College on Saturday, June 13th , 2026.
At the outset, the General inspected the ranks of officers and staff of the War College lined up on the parade ground, before officially announcing the installation of Major General Mohamed Ahmed Sayah as Director of the War College, replacing Major General Hamid Fekane:
“On behalf of the President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, and in accordance with the presidential decree of May 21st , 2026, I officially install Major General Mohamed Ahmed Sayah as Director of the War College, replacing Major General Hamid Fekane.
Therefore, I order you to work under his authority and to execute his orders and instructions, in the interest of the service, in accordance with military regulations and the laws of the Republic in force, and out of loyalty to the sacrifices of our valiant martyrs and the values of our glorious Revolution.”
The General then presided over the ceremony for the handover of the national emblem and the approval of the official handover report.
Following this, the General held a meeting with the command, officers, and staff of the War College, where he delivered a keynote address. In his address, he emphasized the importance of continuing to adapt the educational programs to the rapid changes in today's world, ensuring that the College remains a true source of innovation:
“Indeed, this College has established itself as a beacon of knowledge and a center of excellence, producing competent officers capable of adapting to the geostrategic and geopolitical shifts of a constantly evolving world.”
It is incumbent upon you, those responsible for this higher education institution, to pursue this path with determination and redouble your efforts to adapt the educational programs offered to the demands of today's world and the profound transformation taking place in military affairs.
Furthermore, you must ensure that the School becomes a true driving force for change, by valuing the initiatives of its senior staff and trainee officers, thanks to the invaluable experience acquired within combat units and the various structures of the People's National Army. This experience fully qualifies them to formulate relevant proposals, particularly in the area of lessons learned from modern conflicts and the measures to be taken to adapt the capabilities of our operational units to the evolving art of warfare.
The General also emphasized that the People's National Army, which is currently waging a decisive battle to adapt its forces and units to the challenges of the current situation, expects all its sons and daughters to invest themselves effectively in this effort and in this promising development dynamic:
“The People's National Army, which is currently conducting a decisive battle, in the fullest sense of the term, to adapt its forces and units to the challenges of the current situation, particularly in light of the regional and international context marked by instability, expects all its sons and daughters to contribute effectively to this promising development dynamic, in order to meet the challenge of preserving national independence and sovereignty, and to confront any hostile attempt to destabilize our country or undermine the security, unity, and peace of our valiant people.”
At the end of the ceremony, the General signed the School's guestbook.
