General Saïd CHANEGRIHA, Minister Delegate to the Minister of National Defence, Chief of People's National Army Staff, presided over the graduation ceremony at the High War College
General Saïd CHANEGRIHA, Minister Delegate to the Minister of National Defence, Chief of People's National Army Staff, presided over the graduation ceremony for the graduating promotions of the Higher War Studies Course and the Advanced Defence Studies Course at the High War College on Wednesday, 24th June 2026.
After the welcoming ceremony, given by Major General Ali SIDANE, Commander of the 1st Military Region and Major General Mohammed Ahmed SAYEH, Director of the School, the General observed a moment of silence in memory of the late President "Ali Kafi", after whom the School's headquarters is named, before laying a wreath of flowers in front of his commemorative stele and reciting the Fatiha in his memory. The General then delivered n opening address to the officers and trainees, in which he highlighted the efforts undertaken at the school, reflecting its firm commitment to promoting the People's National Army strategically, operationally, and tactically:
“On this occasion, I wish to emphasize that the efforts we are making with dedication and sincerity, under the leadership of Mr. Abdelmadjid Tebboune, President of the Republic, Supreme Chief of the Armed Forces, and Minister of National Defence, reflect our constant and unwavering determination to improve the performance of People's National Army strategically, operationally, and tactically. These efforts also demonstrate our commitment to continuously strengthening the combat capabilities and operational readiness of our army and to constantly improving the performance of our training system, in accordance with developments in the art of war and military strategy.
To this end, the High War College was tasked with training ahigh-level, highly qualified military elite capable of commanding major units and conducting studies across all branches of the military, guiding them to advanced stages and thus contributing to deepening and enriching research in operational and strategic fields.
There is no doubt that achieving this imperative, ambitious, and legitimate objective necessarily requires the High War College to continue its sustained efforts to develop and evolve, year after year, its training and research programs, so as to guarantee the preparation of an elite of military leaders mastering the various fields of military science”.
The General expressed his sincere gratitude to the command and staff of the school for their dedicated efforts in training the various graduating classes. He also congratulated the newly graduated officers, urging them to cultivate the qualities of an accomplished leader, capable of directing their unit and leading their men from victory to victory:
“In conclusion, I would like to express my sincere gratitude to all the staff and professors of the High War College for their considerable efforts in training the various graduating promotions, and I wish them every success in fulfilling this noble mission.
I also address you, the graduating officers, to offer my most sincere congratulations, urging you to adopt the qualities of an accomplished leader, so that you may competently and effectively assume the responsibility of leading large units. In this regard, I wish you every success, and I am deeply convinced that your high-level training and your extensive field experience will be a valuable asset and a source of motivation for carrying out your missions with excellence and leading your units and men from victory to victory”.
Following this, the General watched a documentary film summarizing the School's activities for the 2025-2026 academic year, followed by the announcement of results, the presentation of diplomas, and the naming ceremony for the graduating classes. The General then listened to a speech delivered by the representative of the graduating class.
The General then visited the teaching division, where he attended presentations on research papers given by officers in training from the various branches of the armed forces.
At the conclusion of the ceremony, the General paid tribute to the family of the chahid Yamina Echaïb, after whom the graduating promotion was named, before signing the School's guestbook.
