As part of the implementation of the outlined in the 2023 action plan for the multilateral military cooperation of the countries of the «5+5 Defence» initiative, the Ministry of National Defence, represented by the Land Forces Command, organized from 19 to 23 November, 2023, an exercise entitled «Management of a natural disaster within the framework of the non-permanent Operational Coordination and Planning Center of the 5+5 Defence initiative, with the use of the operative planning method». The exercise was attended by representatives from 5+5 Defence countries, at the Army’s National Circle/1st MR, the National Preparatory School for Engineering Studies /1st MR and the national training and intervention unit of the civil protection of Dar El-Beida in Algiers.
On November 20, 2023, at the Army’s National Circle /1st MR, Brigadier General, Chief of the Combat Engineering Division of the Land Forces Command, presided over the official opening of the exercise. The theoretical part of the exercise was marked by an exhibition of the program activities and a brief presentation of the « 5+5 Defence» initiative and its areas of activity, as well as the screening of a short film entitled «5+5 Defence, Algeria’s presence and effectiveness», followed by five (05) speeches dealing with various aspects relating to the subject of the exercise.
Exercise activities continued under the supervision of Mr. Brigadier General, Chief of the Land Forces Command Schools Division, Exercise Director. The first part of the practical component of this exercise was carried out on November 21, 2023, at the National Preparatory School for Engineering Studies /1st MR, which was reserved for training in the activation of the communication point network between the member countries of the «5+5 Defence» initiative. The second part of the exercise was devoted to training in the operation of the «Operational Planning and Coordination Centre».
The second part of the exercise took place on November 22, 2023, at the national training and intervention unit of the civil protection of Dar El-Beida in Algiers. Participants observed a joint exercise that demonstrated «the methods used in search and rescue operations during natural disasters (earthquakes)», carried out by a specialized detachment from the engineering regiment and disaster assistance, with the participation of Civil Protection personnel.
The exercise concluded with analysis and discussion, the drafting of recommendations and the presenting certificates to the participants.
