This fragile situation has destabilized a number of countries and impacted their economies and their security, making Africa the fief of criminal activities that spread the terrorism thread and multifaceted cross-border organized crime. "

As such, it is time for the international community to be aware of the importance of maintaining peace in the world, by focusing on humanitarian security, by addressing the real causes of crises in the world in general and Africa in particular, and by strengthening military capacities, with a view to achieve the required effectiveness in the field of the fight against terrorism and cross-border organized crime".
