General, Saïd CHANEGRIHA, Chief of Staff of PNA, presides over the official installation ceremony of the new Commander of the 2nd Military Region in Oran

      On behalf of President of the Republic, Supreme Chief of Armed Forces, Minister of National Defence, General Saïd CHANEGRIHA, Chief of Staff of People National Army, chaired, this Monday 05th December 2022, the official installation ceremony of the new Commander of the 2nd Military Region in Oran, Major General Mohamed Tayeb BERAKNI.

      At the beginning, after the welcoming ceremony and at the entrance to the Region’s headquarters, General observed a minute’s silence in memory of the deceased Moudjahid Ahmed BOUDJENANE, known as “Si Abbes”, whose the headquarters of the Command bears his name, where he laid a wreath of flowers in front of his commemorative stele and recited Fatiha on his soul and on those of our brave Chouhada.

  

      At the end, General reviewed the squares of the executives and personnel of the Region in the Place of Arms, before announcing the official installation of the new Commander of the 2nd Military Region, Major General Mohamed Tayeb BERAKNI in succession to Major General Djamel Hadj LAROUSSI:

  

      “In the name of the President of the Republic, Supreme Chief of Armed Forces, Minister of National Defence, and in accordance with the presidential decree of 29th November 2022, I officially install Major General Mohamed Tayeb BRAKNI as Commander of the 2nd Military Region, in succession to Major General Djamel Hadj LAROUSSI.
      For this regard, I order you to exercise under his authority and to carry out his orders and instructions in the interest of the service, in accordance with the military regulations and the laws of the Republic in force, and out of fidelity to the sacrifices of our valiant Chouhada and the values of our Glorious Revolution of Liberation”.

      Then, General, Chief of Staff of PNA supervised the ceremony of handover of the national emblem.

  

      After signing the Minutes of handover of power, General held a meeting with the Command, General Staff and the personnel of the 2nd Military Region command headquarters, where he delivered an orientation speech broadcasted to all the units in the Region via videoconference, through which he stressed that the history of peoples is only a series of successive battles, and that our most important battles today are those of the liberation of minds from the perils of intellectual submission and plans targeting the foundations of national identity:

      “The history of peoples is only a series of battles that follow one another, triumphing in one battle to engage in another, being armed with what to lead this new battle and win it.
      If we emerged victorious from the battle of independence, and had won the battle of terrorism, this represents only a new weapon in our possession, that we must value and employ with intelligence and insight in order to wage a new battle no less important than the previous ones, that of preserving our national identity and remaining upright in an unstable world.
      The battle for the liberation of territory, though harsh and cruel, carried out at the cost of lives of millions of Chuhada so today’s battle which is the liberation of minds from the perils of intellectual submission and the machinations that target the foundations of national identity is certainly more painful and more difficult”.

      General added that this kind of battle is tough, in the sense that the enemy uses underhanded and perfidious methods aimed at breaking the will of the peoples and making persist the factors of their underdevelopment and continue to plunder their wealth and resources. This calls us to be aware of the context and dimension of these battles, and to identify their methods and instruments in order to take preventive measures to address them:

      “It is indeed a difficult battle because the enemy is in the shadows. It uses underhanded and perfidious methods aimed at breaking the will of peoples and maintaining the factors of their underdevelopment to subdue them better and continue to plunder their wealth and resources, behind false pretexts and slogans, taking advantage of the accelerated evolution of information and communication technologies that have brought down all borders between States and changed the notion of national security and defence.
      A battle that we know difficult but not impossible if, however, we become aware of its underside and dimensions, if we identify its methods and instruments and take the necessary preventive measures to deal with them and defeat its abject aims”.

      General also stressed that the management of national defence requires a comprehensive strategy to achieve national objectives and preserve the vital and strategic interests of our country, notably through the contribution of national elites able of contributing to the implementation of this approach:

      “Thus, the management of our national defence, in its broadest meaning, requires a comprehensive strategy to ensure the building and coordinated use of all military and non-military capabilities of the nation to achieve national objectives and safeguard our country’s vital and strategic interests.
      This global approach requires, for its implementation, to make use of the national elites, capable of making their contribution in the implementation of this approach, in particular through, firstly, scrutinize all media content, toxic cultural and intellectual that target our identity and social and popular cohesion, and secondly, formulate the countermeasures necessary to address these intense campaigns targeting our country on all fronts, especially on the educational level to which was assigned the mission to prepare and arm our young and emerging human resource to lead the battles of tomorrow and preserve the cultural and civilizational heritage of our valiant seniors”.


      At the end of this meeting, General, Chief of Staff of PNA, followed interventions of the executives and personnel of the 2nd Military Region and listened to their concerns.
