Lieutenant General, Saïd CHANEGRIHA, Chief of Staff of the People's National Army chaired, this Wednesday morning June 29th, 2022, the graduation ceremony of the 2nd promotion of the High Strategy Course and the 15th promotion of the Superior War Studies at the High War College, where he was welcomed upon his arrival by Major General Ali SIDANE, 1st MR Commander and Major General Hamid FEKANE, College principal.
After the welcome ceremony, the Lieutenant General held a meeting with the executives and trainee officers of the college, then followed a presentation of the graduating promotion, before delivering a speech through which he underlined the fact that our country is faced with new challenges and issues that have changed the concept of security and defence, that requires adopting a thoughtful approach to adapting the training intended for senior military executives:

"In the light of the conflicts and tensions that the world is experiencing today as well as the major security challenges prevailing in our sub-region and our territorial space, our country is faced with new challenges and issues made all the more complex because of major developments in the field of information and communication technologies. An evolution that made the borders between States unclear and redefined the very concept of security and defence, particularly concerning the advent of fourth generation wars or hybrid wars.
This geostrategic situation, the unbridled technological evolution and the widening of the fields of conflict, are all factors that challenge us to adopt a thoughtful approach, aimed at adapting the training intended for senior military executives of the battle corps of our People's National Army, so as to enable them to assimilate the developments that have occurred in war and the sciences of management of defence issues".
The Lieutenant General emphasized on the fact that efforts have been focused on ensuring that this approach draws its essence from the authentic values of our valiant people and the authenticity of its intellectual heritage and its centuries-old patriotic journey:
"In accordance with the guidelines of the President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, we paid particular attention to this approach, so that it is based on the authentic values of our valiant people, their intellectual heritage and centuries-old patriotic journey. It is a gradual scientific approach that offers a wide range of knowledge and know-how, and means of developing a strategic culture specific to our country among trainee officers. Its aim is to improve their perception and assessment of the immediate dangers to national security and defence. It also aims to improve methods of planning, preparation and execution, to deal with emerging threats in the field of operations, both real and virtual, this, on the basis of different military and security methods within a conventional or unconventional framework.
Likewise, this approach, which takes into account the attributes of new wars, aims to acquire great capacities for resistance and resilience, and to readapt our defence system to make it a system with integrated dimensions that embodies perfect coherence in terms of use of the State's global resources, enabling it to meet the challenges to come, particularly with regard to the preservation of the interests of the nation and the achievement of the objectives of its defence policy".
Subsequently, an audiovisual presentation was projected, relating to the results of the School's activities for the 2021-2022 school year, followed by the announcement of the results, the awarding of diplomas and the baptizing of the promotion in the name of Chahid "Ahmed CHERAREUG". The Director of the High War College delivered also a speech in which he urged the officers of the graduating promotion to arm themselves with determination and perseverance in the performance of duties and strict respect for laws and regulations. A speech was also made before the end of the ceremony by the representative of the promotion.
The Lieutenant General then inspected the study division, visited the classrooms and inquired about the available study resources.
By the end of the ceremony, the Lieutenant General honoured the members of the family of the Chahid, before signing the College’s guestbook.
