At the initiative of Algeria, in its capacity member of the Council of Chiefs of Staff of member countries of the Joint Operational Staff Committee (CEMOC) which gathers Algeria, Niger, Mauritania and Mali, our country hosted, this Thursday, 13th October 2022 at the National Circle of the Army in Beni Messous, the work of the extraordinary session of the Council of Chiefs of Staff of CEMOC member countries.
This session in which took part, in addition to General Saïd CHANEGRIHA, Chief of Staff of People's National Army, Lieutenant General Mokhtar Bollé CHAABANE, Chief of General Staff of Mauritania Armies, Divisional General Oumar DIARRA, Chief of Staff of Mali Armies and Divisional General Salifou MODI, Chief of General Staff of Niger Armies, aimed to debate and to ratify new draft texts relating to this security cooperation mechanism, falling within the framework of the reinvigoration of cooperation and the consolidation of interoperability between member countries.
This meeting has been an opportunity to exchange views on issues of common interest, in particular, through interventions, analyzes and assessments presented by the Chiefs of Staff of CEMOC member countries on the security approach adopted in the framework of fight against all forms of security threats, particularly in fight against terrorism, cross-border organized crime and illegal immigration. It was also an occasion to salute the role of Algeria in the sub-region and its commitment to consolidate cooperation with CEMOC member countries.
After the opening of the work by Divisional General Salifou MODI, Chief of General Staff of Niger Armies, whose country currently holds the rotating presidency of the Council of Chiefs of Staff of CEMOC member countries, the General, Chief of Staff of the People's National Army delivered a speech at the beginning of which he welcomed the guests of Algeria before emphasizing that this meeting will be an occasion to exchange views and assessments on the security situation prevailing in the sub-region:
“I take this opportunity to forward a message of fraternity and friendship from Mr. President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, on the occasion of this extraordinary meeting work, organized with a view to ratify the draft texts aiming at reinvigorating our cooperation mechanism. This meeting will also be an opportunity to exchange views and assessments of security situation prevailing in our region, as part of a common and efficient dynamic of operational cooperation and coordination”.
The General affirmed that the concretization of the sub-region peoples' aspirations for peace, security and socio-economic development, through cooperation and consolidation of solidarity bonds, friendship and good neighbourhood between countries and armies of the sub-region remain the main objective of holding this session:
“The ultimate objective is to translate the aspiration of peoples for peace, security and socio-economic development of the sub-region through thoughtful actions aiming, essentially, at the containment of terrorist groups activities and those of criminals, the consolidation of the resilience of populations to face them and the occupation of the land, with a view to put, former refuges and terrorist groups movement axes, under permanent control.
I remain convinced that our meeting will contribute, with all the required efficiency, to reinvigorate this mechanism of security cooperation through the readjustment of its missions and organization to guarantee its timeliness and perennity, as well as to intensify cooperation and strengthen solidarity bonds, friendship and good neighbourhood between our respective countries and armies, in order to converge our visions and federate our efforts to ensure security in the sub-region”.
Subsequently, the Chiefs of Staff of CEMOC member countries intervened and expressed their optimism as to the reinvigoration of fight against terrorism and cross-border organized crime, the achievement of positive results in this area, as well as the culmination of the efforts made by each country, aiming to cleanse the sub-region from all the pernicious scourges, and thus enabling its peoples to live in security and stability.
The work of this extraordinary session of the Council of Chiefs of Staff of member countries of the Joint Operational Staff Committee was sanctioned by the adoption of the draft texts proposed by Algeria.
