At the initiative of Algeria, was held today Tuesday 28th November 2023, at the level of the Army’s National Circle, in Beni-Messous. the work of the extraordinary session of the Council of chiefs of staff of the CEMOC member countries, regrouping Algeria, Mali, Mauritania and Niger.
This session, in which took part, Beside the General Saïd CHANEGRIHA, Chief of People's National Army Staff, Brigadier General MOUSSA Salaou Barmou, Chief of the Nigerian Armies Staff, current president of the Chiefs’ Council Staff of the Joint Operational Committee, the Major General OUMAR Diarra, Chief of General Staff of the Malian Armies, Major General Mohammed El- Mokhtar Cheikh Menni, Chief of Staff of the Mauritanian land forces, was devoted to the handover of the rotating presidency of the Council between Niger and Algeria, as well as to the examination and evaluation of the security situation prevailing in the sub-region.
At the beginning, the audience observed a minute of silence in tribute to the Palestinian martyrs.
After the opening of the work of this extraordinary session, by Major General MOUSSA Salaou Barmou, in his capacity as current President of Chiefs’ Council Staff of the Joint Operational Staff Committee, the General Chief of People's National Army staff, delivered a speech in which he welcomed the hosts of Algeria, before emphasizing the great interest given by the President of the Republic to the work of this session and the actions of the Committee:

« It is my pleasure, at first glance, to wish you and all the members of the delegations accompanying you the warmest welcome to Algeria, to take part in this extraordinary session of the Council of Chiefs of General staff of CEMOC member countries.
On this occasion, I would like to bring you a message of fraternity and friendship from Mr. Abdelmadjid TEBBOUNE, President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defense, who considers this occasion to be an important event , to evaluate, objectively, the security issues facing our region and coordinate, with efficiency and commitment, the efforts deployed, to enable the necessary decisions to be taken in order to achieve the security objectives set by our countries.».
In this wake, the General highlighted that the Chiefs’ Council Staff of member countries constitutes a high-level framework, to evaluate, exchange and guide the necessary steps, able to confer to this important security cooperation mechanism more efficiency:

«Indeed, our meeting today is being held exceptionally in Algeria, so as not to break the tradition of handing over the presidency of this Council and as you all know, it is also being held consecutively to the extraordinary session, held in Algiers on 13th October 2022, having had the clear and specific objective of ratifying the texts governing our Committee, capable of promoting security cooperation and coordination of actions to combat terrorism and cross-border organized crime, as well as the Arrangement relating to the status of CEMOC personnel.
It is clear that the Chiefs’ Council Staff of member countries constitutes a high-level framework, to evaluate exchange and guide the necessary steps, capable of making our security cooperation mechanism more effective through the adoption of the practical modalities which are necessary in this area.»
Finally, the General reiterated the commitment of People's National Army to continue the fight against all the scourges that threaten the region, in coordination with all its partners within the CEMOC:
«Before concluding, I reiterate the commitment and determination of People's National Army to persevere in its relentless fight against terrorism and related crimes and to coordinate its efforts with its partners within this security cooperation mechanism, as soon as when in this struggle it is a question of uniting efforts and coordinating our interventions, each as far as he is concerned, in his area of responsibility, with the possibility of supporting each other, according to the means available, with the objective to protect our geographical space and strengthen the national security of our respective countries.».
Furthermore, this extraordinary session was an opportunity for the chiefs of delegations to present and exchange analyzes and points of view on the context prevailing in the area of interest, as well as at the regional and international levels.
At the end of the work of this session, the handover ceremony of the rotating presidency of the Council took place between Major General MOUSSA Salaou Barmou, Chief of the Nigerian Armies Staff, and General Saïd CHANEGRIHA, Chief of People's National Army Staff.
