The Secretary-General of the Ministry of National Defence, Major General Mohamed Saleh Ben Bicha, supervised On September 23
rd, 2023, at the Army’s National Circle in Ain Naadja, 1
st Military Region, the launching ceremony of a multi-component exercise to enhance the capabilities of intervention in chemical emergencies, entitled “Chemical Exercise Africa” addressed to the representatives of States Parties to the Convention on the prohibition of Chemical Weapons to the African region.
This regional event, hosted by Algeria in cooperation with the Organization for the Prohibition of Chemical Weapons, will take place during the period from the 23
rd of September to the 4
th of October 2023. It will be animated by national and foreign trainers under the supervision of international observers and evaluators. The exercise aims to strengthen the response capabilities of African States Parties to chemical emergencies. It also aims to consolidate the technical support of the Organization for the Prohibition of Chemical Weapons in the field of assistance and protection in relation to the use or threat of use of chemical weapons or toxic chemical products, while strengthening dialogue between specialists of States Parties from various African regional groups.
In this context, the Secretary-General of the Ministry of National Defence stressed, in his speech, the pioneering role of our country in implementing this agreement:
"There is no doubt that Algeria has worked, since its accession to the Organization, to strictly and completely implement the provisions of the Chemical Weapons Convention, and has played an effective role as a member in the Executive Council of the organization to strengthen Africa’s position and defend its interests, which enhances its capabilities in various fields related to the implementation of the agreement."
This exercise, which is the first of its kind in Algeria and in Africa, will include advanced training in the field of intervention protocols in case of a chemical attack or accident, using advanced means of reconnaissance, detection, sampling, disinfection and health evacuation, in addition to implementing a simulation exercise for a chemical terrorist attack, animated by African trainees.
Noting that Algeria participates in this activity through all the bodies concerned with this field, such as People’s National Army, National Security, Civil Protection, the Ministry of Industry and Energy, and various research centres and specialized laboratories.
