In accordance with the provisions of the presidential decree of 26th September 2005, establishing the War High College, General Saïd CHANEGRIHA, Chief of People's National Army Staff, presided the 17th session of the Orientation Council of the War High College on Thursday 25th April 2024.
After the welcoming ceremony, and in the company of the Commander of the 1st Military Region and the Commander of the War High College, the General observed a moment of meditation in memory of the late President Ali Kafi, for whom the headquarters of the school is named, before laying a wreath of flowers in front of his commemorative stele and reciting the Fatiha in his memory.
The General then presided the work of the School's Orientation Council, where he gave a speech in which he stressed that the duplicity of the issues at stake and the triumph of the logic of force and national interests over the principles of world peace and peaceful coexistence between nations had led to the failure of UN and international authorities to achieve world peace and prevent war:

« This new international reality has shown us, beyond any reasonable doubt, that military power will remain the main option for States to defend their land, their right to live in security and their right to sovereignty. It has also shown that traditional military methods of operation remain a viable option, despite the emergence of new forms of warfare, such as hybrid warfare, and the move towards the introduction of other tools that are revolutionising the military field, such as artificial intelligence.
Moreover, the new strategic environment has confirmed the failure of the UN and international authorities to achieve world peace and prevent war, for various reasons, the most important of which are their duplicity with regard to the issues at stake and the triumph of the logic of force and narrow national interests over the principles of world peace and peaceful coexistence between nations».
In this context, the General saluted the successes of Algerian diplomacy and its contribution to the peaceful resolution of conflicts, as well as its constant role in defending the right of colonised peoples to self-determination:
« In this respect, we must salute Algeria's diplomatic contribution, its wise foreign policy, its great experience in the peaceful resolution of conflicts, its constant role in defending the right of colonised peoples to self-determination and its fervent call for the establishment of a more humane and equitable world order, in accordance with the relevant international texts».
The General then gave a comprehensive presentation by the Commandant of the War High College on the objectives achieved since the last meeting of the Orientation Council, and those set for the 2025-2026 training year.
The General then listened to the interventions of the members of the Orientation council on the Agenda, before visiting the administrative and educational infrastructures of the school.
