General Saïd Chanegriha, Minister Delegate to the Minister of National Defence, Chief of People’s National Army Staff, received in audience this Tuesday, 22thApril, 2025, at the headquarters of People’s National Army, General Mubarakh Muganga, Chief of Defence Staff of the Republic of Rwanda, who is visiting Algeria at the head of a large military delegation.

The welcoming ceremony began with the salute of the national flag, followed by a military salute presented to the guest by a military formation representing the various forces of People’s National Army.

The meeting was attended by the Secretary General of the Ministry of National Defence, Force Commanders, the Comptroller General of the Army, Heads of Departments and Central Directors of the General Staff of People’s National Army and the Ministry of National Defense, as well as members of the Rwandan delegation.

During this meeting, the two parties reviewed opportunities for bilateral military cooperation, as well as ways and means to strengthen coordination on issues of common interest. They also discussed security challenges around the world, particularly in Africa, and exchanged views on various current issues.

On this occasion, the General delivered a speech in which he welcomed the Rwandan Chief of Defence Staff, before highlighting the level reached by bilateral relations, particularly through the exchange of visits between officials of the two countries:

"Since the independence of the two countries, Algerian-Rwandan relations have been a model of solidarity between the children of our continent and an example of political coordination within the community of nations to defend Africa and its principal causes.

Our relations have also experienced renewed growth in recent years, notably thanks to the visit of the Chief of Defence Staff of the Rwandan Defence Forces to Algiers in September 2022, and my visit to Kigali in February 2024."

The General took advantage of this visit to observe, alongside the host delegation, a moment of silence in memory of the victims of the Rwandan genocide, the 31st anniversary of which was commemorated a few days ago.

"I take the opportunity of your country's celebration, on 7th April, of the 31st anniversary of the 1994 genocide, to pay tribute, with you, General, and with all the friendly Rwandan people, to the memory of the victims of this national tragedy, to your success in overcoming its aftermath and moving forward in the process of national reconciliation, as well as to initiating a comprehensive development that has become a model to be followed on the African continent."

For his part, General of Mubarakh Muganga expressed his gratitude for the welcome extended to him and the accompanying delegation, and his satisfaction with the firm commitment he observed on the Algerian side to consolidate cooperative relations and consultations between the two countries on areas of common interest, so as to contribute to strengthening security and stability on the African continent.

At the end of this meeting, the two parties exchanged symbolic gifts, before the Chief of Defence Staff of the Republic of Rwanda signed the guestbook of the PNA General Staff.
