The General Saïd CHANEGRIHA, Delegated Minister to the Minister of National Defence, Chief of Staff of People's National Army, paid a working and inspection visit, on Monday 21
st July 2025, to the Central Base of Logistics "Chahid Mohammed SAOUDI, alias Si Mustapha" in Béni-Merrad, in the 1
st Military Region, This visit is carried out within the framework of the implementation monitoring of the renovation and modernization plan for the equipment and the resources developed in this great base.
After the welcoming ceremony, the General, along with the Lieutenant General, Commander of the Land Forces, in the presence of Chiefs of Departments, the Comptroller General of the Army, and Central Directors, attended two presentations given by the Central Director of Equipment and the Director General of the CBL.
Then, the General inspected the Base's various workshops, including the tracked vehicles renovation workshops and the foundry and manufacturing workshops, where he examined materials samples and equipment developed and modernized in this important base. In situ, the General received comprehensive explanations about the various renovation and modernization phases, before examining a field hospital manufactured at the Base.
Afterwards, the General laid the foundation stone for the design and the construction of machines renovation workshop and two storage warehouses, as well as the inauguration of the battery production line, which will enable People's National Army to achieve self-sufficiency and meet all its needs in this field.
Following the ceremony, the General, Delegated Minister to the Minister of National Defence, Chief of Staff of People's National Army, delivered an orientation speech to the CBL executives and staff in which he mainly expressed his pleasure at being in this important base and meeting its executives and staff, before emphasizing the interest that the President of the Republic grants to this sector.

"I am very pleased to meet the executives and the staff of the EPIC-CBL "Chahid Mohammed Saoudi alias Si Moustapha," this pioneer supporting base, whose mission is to strengthen the operational readiness of the battle corps through the mastery of equipment modernization processes, as well as the adaptation and modernization of weapons systems.
Within PNA, we have implemented the principle of gradualism in achieving our ambitions for this important central base, and in order to progress from step to step, we have chosen as our motto « nothing is impossible to achieve our objectives, whatever the difficulties», to this end, we are working tirelessly to make this establishment a strategic logistics hub, like the other industrial establishments under the Directorate of Military Manufacturing, a real launching pad for the development of a promising military industry.
This is a great challenge that we must take up, bearing in mind the constant attention paid to this sector by the President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, who has always insisted on the need to achieve self-sufficiency and build an efficient local industry, capable of reducing the import bill and promoting the revival of the national economy".
The General emphasized that only strong will and determination, combined with the necessary competence, can successfully overcome major challenges in all fields.
"you have to be aware that major challenges, in all fields, can only be overcome through unwavering determination, strong will, and the necessary competence, all combined with moral virtues such as integrity, sincerity, and the awareness of the magnitude of the assigned missions and the sensitivity of the objectives to be achieved.
These objectives consist, in this case, of gradually reducing dependence on foreign resources and of independently assuming the mission of adapting and improving, year after year, the operational performance of People's National Army's equipment and materials".
Finally, the General followed the interventions of the executives and the staff, who expressed their full willingness and commitment to achieve the noble objectives, set by the High Command, in order to contribute effectively to the development of all components of PNA and to ensure the availability of equipment and weapons systems in service.
