General Saïd CHENGRIHA, Delegated Minister to the Minister of National Defence, Chief of Staff of People's National Army, received on Wednesday, 23
rd July 2025, at People's National Army General Staff headquarters, the Minister of Defence of the Republic of Rwanda, Mr. Juvenal Marizamunda, who is on a working visit to Algeria at the head of a high-level military delegation.
The reception ceremony began with the national flag salute, the listening to the national anthems, and the presentation of a military salute to the guest by formations from various forces of People's National Army.
The meeting was attended by the Lieutenant General Commander of the Land Forces, the commanders of forces, the Commander of the Republican Guard, the Director of the Ministry of National Defence Office, the Chiefs of departments, the Inspector General of the Army, and central directors from People's National Army General Staff and the Ministry of National Defence, as well as members of the visiting Rwandan delegation.
During this meeting, the two sides reviewed opportunities for bilateral military cooperation, as well as ways to develop and to enhance coordination on issues of common interest. They also addressed security challenges facing the world in general and the African continent in particular, and exchanged point of views on various current issues.
On this occasion, the General delivered a speech in which he welcomed the Rwandan Minister of Defence, noting the new dynamics in bilateral relations, marked by the exchange of visits between officials from both countries:
"Our relation have witnessed a new dynamic in recent years, marked by the exchange of visits between officials from both countries, the most recent one was the distinguished official visit of the President of the Republic of Rwanda, Mr. Paul Kagame, to Algeria last June.
These visits have opened promising prospects for strengthening bilateral cooperation in various fields, including military and security, and have paved the way for practical rapprochement between our two countries, particularly in the fields of sharing experiences and best practices, and coordination to meet various challenges facing our continent".
The General emphasized that the signing of the Algerian-Rwandan Joint Government Agreement Protocol for Military Cooperation, on the occasion of this visit, reflects the determination of the two countries' leaders to enhance bilateral relations to a model of excellence:
"In the same context, our meeting today, which will witness the signing of the Algerian-Rwandan Joint Government Agreement Protocol for Military Cooperation, confirms the determination of the two countries' leaders to enhance our bilateral relation to a model of excellence. On this occasion, I would like to extend my sincere gratitude and appreciation to the Algerian-Rwandan team, which contributed to the development and preparation of this legal instrument, which will undoubtedly enable the establishment of a distinct and effective dynamic in the field of bilateral military cooperation".
For his part, Mr. Juvenal Marizamunda praised the warm welcome that he and his accompanying delegation received, as well as the strong will he sensed on the part of the Algerian side to strengthen cooperation and consultation relations between the two countries in issues of common interest, thus contributing to enhancing security and stability on the African continent. The Algerian-Rwandan Joint Government Agreement Protocol for Military Cooperation will then be signed.
At the end of the meeting, the two sides exchanged symbolic gifts, after which the Minister of Defence of the Republic of Rwanda signed the Golden Book of People's National Army Staff.
It should be noted that the Minister of Defence of the Republic of Rwanda arrived yesterday evening at Houari Boumediene International Airport in Algiers, where he was received by the Major General, Commander of the Naval Forces.
