Lieutenant General Saïd CHANEGRIHA, Chief of Staff of PNA, presides over the opening ceremony of the seminar work entitled: “Cyber-security and cyber-defence: Issues and challenges under the light of new multidimensional mutations”

      Within the framework of the promotion and the development of security and cybernetic defence within People's National Army, the Employment-Preparation Department under the General Staff of People's National Army is organizing, on 23rd and 24th May 2021 at the Army’s National Circle, a seminar entitled: “Cyber-security and Cyber-defence: Issues and challenges under the light of new multidimensional changes”.

  

      The Lieutenant General Saïd CHANEGRIHA, Chief of Staff of People's National Army, presided over the opening ceremony of the seminar work, in the presence of the Ministers of the Interior, Local Communities and Spatial Planning, Communication, Higher Education and Scientific Research, Digitization and Statistics, Posts and Telecommunications, the General Director of the National Institute for Global Strategy Studies, in addition to the interim Secretary General of the Ministry of National Defence, the Commanders of Forces and the National Gendarmerie, the Commander of the 1st Military Region, the Chiefs of Departments and the Directors and Chiefs of Central Services.

  

      The seminar was animated by university professors and national civil and military specialists, who shed light on the different aspects of this important topic.

      At the beginning, the Lieutenant General Saïd CHANEGRIHA delivered an inaugural address, during which he affirmed that social network sites and applications have become a platform for organized crime networks, known for their hostility and their hatred towards the Algerian state, which continues to lead subversive campaigns in order to destabilize our country and sow discord between the sons of the same people:

  

      “In the same context, Algeria has experienced numerous cyber attacks that have targeted state sites and others belonging to vital and strategic economic institutions. These attacks intensified recently with the exit of our country from its crisis and the beginning of the construction phase of new Algeria, initiated by the President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence. Thus, Sites and social networks have constituted a platform for organized crime networks, known for their resentment and hatred towards the Algerian state, known for its immutable principles, its noble human values, and its unparalleled Liberation Revolution in history, to carry out subversive campaigns, aiming to damage stability and sowing discord between the sons of the same country. The attempts at manipulation, the dissemination of propaganda messages, the promotion of subversive ideas by these networks clearly aim to serve hostile agendas which are now unmasked for all.
      However, thanks to the awareness of our fellow citizens and the mobilization of all the institutions specializing in cyber security, we have succeeded in countering these attacks and in defeating all the plans and plots carried out through cyberspace”.

      The Lieutenant General underlined that the mission of protecting, securing and defending our cyberspace is a collective responsibility, ensured through a comprehensive national cyber security strategy, to which everyone must adhere:

      “I would like also to point out that the mission of protecting, securing and defending our cyberspace is a collective responsibility, ensured by a comprehensive national cyber security strategy, to which we must all adhere, starting with the citizen, who must be aware of the dangers of cyberspace and rigorously respect the appropriate measures when using technological means, including the experts whose role is to contribute their experiences and their points of view, for the success of this national strategy, and finally managers at all levels, ensuring to constantly adapt to accelerated changes in cyberspace and to provide the required solutions, both preventive and corrective, capable of preserving our information base, on one hand, and to safeguard the rights and freedom of our fellow citizens, on the other hand”.

  

      This scientific event continued with the holding of conferences animated by university professors and civilian and military specialists, focusing as a whole on the treatment of the different approaches adopted in this field as well as on the exchange of points of view concerning issues arising from new forms of cyber threats.
