In application of the general communication plan of the People’s National Army for the year 2023, the Territory Air Defence Forces Command organized on September 26^th 2023, a lecture entitled « Digital sovereignty : concept and basis.» led by Doctor ARADJ Slimane, Professor of political science and international relations, Algiers University 3.

During his intervention, the doctor spoke at length about the digital sovereignty and the changes in the global system also in the concepts and roles, add to that the emergence of new actors that shares with states their sovereignty through what is called the soft power that works to change concepts. So, one of the most important challenges we are facing today is to verify the accuracy of the information because it affects the decision-making and the achievement of the development goals.
At the end of the lecture, the doctor emphasises the fact that the technology is used nowadays to influence sovereignty, therefore we are compelled to protect the state from concepts foreign to our principles and culture especially those disseminated via networks and which aim to undermine sovereignty and manipulate public opinion.
