The protection of the environment in the context of sustainable development is of great interest to the international community because of the serious damage to the human being of the individual and his environment.
To address the problem of environmental crime, the National Gendarmerie Command has decided, as part of its efforts to improve the action of its units and its adaptation to the evolution of this crime in all its forms, to Establish specialized brigades and cells for the protection of the environment, which will be an effective means of research and the detection of environmental infractions in due time.
Specialized units of the National Gendarmerie in the field of environmental protection
- Environmental Protection Cells
In 2005, four (04) environmental protection cells of the National Gendarmerie, including technicians gendarmes specialized in the protection of the environment, were created, namely:
- Environmental Protection Cell of Algiers.
- Environmental Protection Cell of Oran, converted into an environmental protection brigade in 2016.
- Environmental Protection Cell of Ouargla.
- Environmental Protection Cell of Annaba.
Missions
The environmental protection units of the National Gendarmerie's mission is to prevent any damage to the environment. In this regard, they are responsible for:
- Provide technical and scientific support to the territorial units of the National Gendarmerie in case of investigations related to environment.
- Take samples of different environmental materials (water, soil, air and biota) and its measurements using field multi-parameters.
- Measure the degree of air pollution using the atmospheric gas detection device.
- Participate in raising citizens' awareness about the protection of the environment.
- Participate in investigations conducted by the territorial or specialized units of the National Gendarmerie in the field of environmental protection.
- Inform the competent administrative authorities about environmental offenses.
The National Gendarmerie's Environmental Protection Unit carries out its missions in coordination with the territorial units of the National Gendarmerie, the National Institute of Forensic Science and Criminology of the National Gendarmerie (NCIC) and the public laboratories specialized in physicochemical and biological analysis of the different matrices of the environment environment.
- Environmental Protection Brigades
In 2016, seven (07) environmental protection brigades of the National Gendarmerie, including technicians gendarmes specialized in the protection of the environment, were created, namely:
- Tipaza Environmental Protection Brigade.
- Oran Environmental Protection Brigade.
- Tlemcen Environmental Protection Brigade.
- Ain Temouchent Environmental Protection Brigade.
- Biskra Environmental Protection Brigade.
- Ghardaïa Environmental Protection Brigade.
- In Salah Environmental Protection Brigade (Tamanrasset wilaya).
- Also, a new Environmental Protection Brigade was created in Mostaganem in 2018.
Missions
To prevent and repress all environmental damage. In this capacity, it is responsible for:
- Identify and record environmental offenses.
- Provide permanent on-the-ground monitoring in coordination with public bodies and specialized environmental protection services.
- Participate in raising citizens' awareness about the protection of the environment.
- Participate in investigations conducted by territorial or specialized units of the National Gendarmerie in the field of environmental protection.
- Inform the competent administrative authorities about environmental offenses.
- Develop maps of industrial sites, wetlands and all existing sources of pollution in the jurisdiction
- Ensure the continuity of the exchange of information and experience with public institutions and specialized services in the field of environmental protection.
The National Gendarmerie's Environmental Protection Brigade carries out its missions in coordination with the territorial units of the National Gendarmerie, the National Institute of Criminology and Criminalistics of the National Gendarmerie (NCIC) and the public bodies specialized in environmental protection.
